Elbert was born on Nov. 23, 1942, in Riddiletown, the son of Paul James and Eveyln (Hower) Smith.
Arrangements are under the direction of the DeGusipe Funeral Home and Crematory, Dolfi Chapel, 65 N. Gallatin Ave., Uniontown, PA, Stacey A. Dolfi, FD. Interment is private.
