Cecil Garvin, 80, passed away on Monday, February 3, 2014 at his home in Maitland, Florida after a long illness. He was born on April 6, 19933 in Franklin County, Alabama to James Justin and Rosseti Kemp Garvin.
Cecil grew up in and around Jay, Florida. He graduated from Jay High School in Jay, Florida in 1950. After high school he:
• joined the United States Navy in 1951 and served for 3 years during the Korean War while stationed in Japan. Cecil was honorably discharged in 1954.
• attended University of Florida in Gainesville, Florida where he received a Bachelor Degree in Building Construction in1958.
• began work for the federal government as an engineer starting as a Senior Field Engineer moving up the career ladder reaching the post of Director, Southeastern Regional Office of Facilities, Engineering and Construction under the Department of Health and Human Services. Cecil retired in 1985 after 30 years.
Cecil married Gail Sharon Wilcox Sparks in 1981 in Pensacola, Florida. They were happily married for 32 years. He enjoyed anything Gator, especially football.
Cecil is survived by his spouse Gail of Maitland, Florida; very proud of his sons Kenneth (Christina) Sparks of Casselberry, Florida and James (Elizabeth) Garvin of Jupiter, Florida; his brother Luther (Lois) Garvin of Pensacola, Florida. Cecil is also survived by his five wonderful grandchildren Helen, Cecilia, Georgia, Gabriel, and Kaelynn.
